Thinking BAB I PENDAHULUAN A. Latar Belakang Adanya tata usaha sangat diperlukan di organisasi kantor. Karena Tata Usaha merupakan bagian yang penting di organisasi kantor demi menunjang kelancaran dan terpenuhinya tujuan kantor. Misalnya saja peran tata usaha adalah menyediakan informasi bagi pemimpin perusahaan. Dengan informasi tersebut, peminpin perusahaan dalam mempertimbangkan keputusannya akan lebih tepat. Karena tugas dari tata usaha itu sendiri adalah menghimpun, mencatat, mengadakan, mengola, mengirim dan menyimpan dokumen – dokumen yang dianggap penting bagi perusahaan. Serta salah satu manfaat adanya tata usaha kantor adalah Kelancaran pekerjaan kantor dan mencegah kemungkinan kesalahan dalam pekerjaan. B. PENGERTIAN TATA USAHA Secara Etimologis, Tata Usaha adalah kegiatan memberi bantuan dalam mengelola informasi, manusia, harta kearah suatu tujuan yang terhimpun dalam organisasi. Ada beberapa pengertian tentang Tata Usaha, tetapi kesemuanya hampir mempunyai kesamaan pengertian yang mengarah kepada pengaturan tulis menulis dan catat mencatat. Berikut beberapa pengertian tentang Tata Usaha. a. Ditinjau arai asal kata Tata Usaha terdiri dari dua kata, yaitu “Tata” dan “Usaha” yang masing-masing kurang lebih mempunyai pengertian sebagai berikut Tata adalah suatu peraturan yang harus ditaati., dan Usaha ialah suatu usaha dengan mengerahkan tenaga, pikiran untuk mencapai suatu maksud. Jadi menurut arti kata, Tata Usaha adalah suatu aturan atau peraturan yang terdapat dalam suatu proses penyelenggaraan kerja. b. Dalam Kamus Bahasa Indonesia Dijelaskan bahwa yang dimaksud dengan istilah Tata Usaha ialah penyelenggaraan tulis menulis(keuangan dan sebagainya) di perusahaan, negara dan sebagainya, sedangkan penata usaha ialah orang-orang yang menyelenggarakan taha usaha. c. The Liang Gie dalam bukunya Administrasi Perkantoran Modern Memberikan pengertian bahwa tata usaha ialah segenap rangkaian aktivitas menghimpun, mencatat, mengelola, mengadakan, mengirim dan menyimpan keterangan-keteranagn yang diperlukan dalam setiap usaha kerja. d. Mentri keuangan Republik Indonesia Pasal 5 Ayat Subbagian Tata Usaha mempunyai tugas melakukan urusan tata usaha, keuangan, kepegawaian dan penyusunan rencana kerja dan laporan serta akuntabilitas kinerja. e. Menurut George Terry Tata Usaha Kantor meliputi penyampaian keterangan secara lisan dan pembuatan warkat-warkat tertulis dan laporan-laporan sebagai cara untuk meringkas banyak hal dengan cepat guna menyediakan suatu landasan fakta bagi tindakan kontrol dari pimpinan. f. Menurut William Leffingwell dan Edwin Robinson Tata Usaha Kantor berkenaan pertama-tama dengan warkat-warkat dari badan usaha-pembuatan warkat-warkat, pemakaian warkat-warkat, dan pemeliharaannya guna dipakai untuk mencari keterangan dikemudian hari. Warkat-warkat ini mungkin merupakan sejarah dari pelaksanaan urusan-urusan badan usaha itu sebagaimana digambarkan oleh daftar-daftar perhitungan, surat-menyurat, surat-surat perjanjian, surat-surat pesanan, laporan-laporan, dan oleh segala macam nota yang tertulis dan tercetak. Selanjutnya, dalam makalah ini tata usaha diberi pengertian sebagai aktivitas administrasi dalam arti sempit yaitu, kegiatan untuk mengadakan pencatatan dan penyusunan keterangan-keterangan sehingga keterangan-keterangan itu dapat digunakan secara langsung sebagai bahan informasi bagi pimpinan organisasi yang bersangkutan atau dapat dipergunakan oleh siapa saja yang membutuhkannya. Dengan demikian, tata usaha merupakan kegiatan yang berhubungan dengan jasa-jasa perkantoran yang terdiri dari hal-hal berikut : a. . Korespondensi dan laporan, Kegiatan ini berhubungan dengan pencatatan relasi atau kemitraan kerja organisasi ataupun kantor samapi pada persiapan hal-hal yang harus dilapokan kepada pimpinan. b. . Tata hubungan Yaitu berhubungan dengan proses surat-menyurat, penerimaan dan pengiriman telepon serta facsimile dan surat Pencatatan dan perhitungan, kegiatan ini berhubungan dengan data-data laporan, data statistik, dll. c. . Kearsipan, hal ini penting dalam rangka penyimpanan surat-surat atau dokumen yang dinilai penting dan berkaitan dengan kegiatan organisasi. B. TATA USAHA MENURUT INTINYA Tata usaha menurut intinya adalah tugas pelayanan di sekitar keterangan-keterangan yang berwujud pada 6 pola kegiatan: 1) . Menghimpun Kegiatan mencari dan mendapatkan berbagai keterangan yang diperlukan suatu organisasi sehingga organisasi tersebut dapat dengan mudah mendapatkan gambaran tindakan dari informasi yang telah terhimpun. Informasi yang dihimpun asalnya berserakan dimana-mana, tugas tatausahlah yang mengimpun informasi dengan berbagai cara. 2) . Mencatat Keterangan atau informasi yang telah dihimpun, untuk kemudian dicatat dan disusun kembali dalam bentuk tulisan sehingga menjadi informasi yang mudah dibaca dan dipahami, disimpan, dan dikirim kembali. Penyusunan kembali informasi ini dapat juga disajikan dalam pita rekaman suara/gambar/vodeo sehingga dapat dilihat dan didengar. 3) . Mengola kegiatan ini dimaksudkan untuk menyajikan kembali informasi sehingga lebih berguna. 4). Menggandakan Keterangan/informasi yang telah dihimpun dicatat dan diolah kemudian digandakan (diperbanyak sesuai kebutuhan) dengan berbagai cara. 5). Mengirim Kegiatan ini dilakukan untuk menyampaikan inforasi yang telah digandakan kepada pihak yangmemerlukan dengan menggunakan berbagai saluran informasi, seperti edaran, surat elektronik, dan lain sebagainya. 6). Menyimpan Kegiatan ini dimaksudkan untuk menyimpan dengan aman informasi yang telah diolah dan menyusun dengan berbagai cara dan alat tertentu. Dari keenam pola perbuatan tersebut diatas terlihat bahwa yang menjadi sasaran adalah keterangan (intormasi). Dalam perkembangannya keterangan itu bisa berciri visual dan berciri audial. Keterangan visual dapat berbentuk tulisan atau gambaran dan berupa warkat (record). Sedangkan keterangan audial bisa berbentuk rekaman dan fisiknya berupa pita (tape). Bahkan kini sudah pada taraf penggambungan keterangan visual dengan keterangan audial dalam wujud pita video yang sekaligus bisa dibaca tulisannya dan dilihat gambarnya serta didengar keterangannya. Namun dalam kenyataan saat ini pita video belumlah merupakan perlengkapan yang umum disetiap kantor. Akan tetapi tatausaha yang mencakup 6 pola perbuatan tersebut diatas, tidak merupakan suatu urutan waktu. Masing-masing kegiatan tersebut bahkan dapat berlangsung sendiri-sendiri ataupun dalam suatu rangkaian mulai dari aktivitas yang manapun. Pada kelanjutannya masing-masing pola kegiatan itu dapat meliputi berbagai pelaksanaan kerja yang lebih terperinci. Tatausaha terdapat dalam setiap organisasi. Adanya pekerjaan tatausaha ini menentukan adanya suatu hubungan kerja antara satuan-satuan organisasi balk dari atas kebawah atau sebaliknya maupun secara horisontal atau menyilang. Dalam hal ini hubungan karena ketatausahaan ini tidak menyangkut perintah dan tanggung jawab melainkan penyampaian keterangan-keterangan dalam rangaka memberikan pelayanan kepada pelaksanaan pekerjaan-pekerjaan operatif. Hubungan ini pada umumnya diwujudkan dalam bentuk surat, formulir, salinan, tembusan, atau sesuatu macam warkat lainnya. Dengan mengerjakan 6 tugas pokok ketatausahaan di atas maka tata usaha mempunyai peran penting dalam menyidiakan informasi untuk melayani kebutuhan organisasi. Peran tata usaha dalam kehidupan berorganisasi adalah melayani, menyediakan, dan membantu kelancaran perkembangan organisasi. C. PERANAN TATA USAHA Setiap pekerjaan operatif untuk mencapai tujuan tertentu dalam suatu organisasi tentu mempunyai segi ketata usahaan. Littlefield dan Peterson berpendapat bahwa setiap pekerjaan dalam suatu organisasi dewasa ini mempunyai segi-segi pekerjaan pekerjaan perkantoran atau pekerjaan kertas. Dalam kebanyakan pekerjaan-pekerjaan segi ini hanyalah sebagai akibat saja dari aktivitas pokok yang dapat berupa produksi, penjualan, keuangan, pembelian, kepegawaian, teknik, atau salah satu dari banyak pekerjaan lainnya. Walaupun demikian, segi-segi pekerjaan kertas itu harus diurus. Selanjutnya, Coleman Maze berpendapat bahwa kantor tata usaha dulu dianggap tidak lebih daripada titik temu dari tatahubungan ke dalam dan keluar yang hanya mampuy kadang kala mengirim beberapa surat dan menyiapkan warkat-warkat yang tidak mempunyai nilai praktis. Untunglah kecenderungan dewasa ini ialah memandang kantor itu sebagai jasad hidup yang sangat penting. Kantor ini hidup sebagai satuan terpusat yang memberikan pelayan. Ini diterima sebagai suatu sekutu penuh dalam usaha-usaha produktif dari perusahaan modern. Tanpa kantor tata usaha, roda-roda pabrik tidak berputar dan penjualan barang-barang atau jasa-jasa tidaklah mungkin. Secara garis besar, tata usaha mempunyai tiga peranan pokok, yaitu : a. Melayani pelaksanaan pekerjaan-pekerjaan operatif untuk mencapai tujuan dari sesuatu organisasi. Maksudnya, tata usaha melayani pelaksanaan sesuatu pekerjaan operatif dengan menyediakan keterangan yang diperlukan. Keterangan-keterangan itu memudahkan tercapainya tujuan yang diinginkan atau memungkinkan penyelesaian pekerjaan operatif yang bersangkutan secara lebih baik. b. Menyediakan keterangan-keterangan bagi pucuk pimpinan organisasi itu untuk membuat keputusan atau melakukan tindakan yang tepat. Maksudnya, keterangan-keterangan yang diperoleh dari pekerjaan kantor dapat dipergunakan bagi pimpinan dalam merencanakan atau mengendalikan segala kegiatan organisasi. Pengendalian kegiatan organisasi dan pengambilan keputusan tidak akan dapat dilaksanakan dengan tepat tanpa adanya bahan-bahan keterangan dari pekerjaan kantor. c. Membantu kelancaran perkembangan organisasi sebagai suatu keseluruhan. Maksudnya, banyak organisasi baik di lingkungan pemerintah maupun swasta, dalam menyelenggarakan kegiatannya kurang atau tidak melakukan pencatatan-pencatatan secara cermat dan lengkap. Begitu juga dalam penyimpanan dan pemeliharaan dokumen-dokumen yang berisi keterangan-keterangan penting jurang perhatian. Padahal, keterangan-keterangan tersebut penting dan diperlukan untuk bahan penilaian, pengambilan keputusan atau penyusunan program bagi perkembangan organisasi. Dengan kabur dan gelapnya sumber dokumen itu, maka tentu akan menyulitkan dalam kehidupan organisasi apabila dibutuhkan dokumen-dokumen tersebut. D. CIRI TATA USAHA a) Bersifat pelayanan yaitu tata usaha melayani pelaksanaan pekerjaan-pekerjaan operatif untuk mencapai tujuan dari suatu organisasi. b) Bersifat merembes ke segenap bagian dalam organisasi yaitu bahwa tata usaha diperlukan dimana-mana dan dilaksanakan dalam seluruh organisasi. Tata usaha terdapat dalam kantor dari pucuk pimpinan sampai ruang kerja satuan organisasi yang terbawah. c) Dilaksanakan oleh semua pihak dalam organisasi yaitu tata usaha dapat mencapai segala tempat dan tidak hanya terbatas dalam lingkungan bangunan, gedung, atau kantor dari suatu badan usaha yang bersangkuntan. Adapun ciri-ciri khusus tata usaha menurut Littlefield dan Rachel, yaitu : 1. Biasanya diperlukan lebih banyak pekerjaan mental-lebih banyak tugas yang sukar diukur. 2. Corak berubah-ubah yang lebih besar dalam pekerjaan dari suatu peristiwa ke peristiwa lain. 3. Banyak sekali tugas-tugas kecil yang volumenya sedikit sehingga tidak membenarkan adanya ukuran-ukuran baku. 4. Ketidakteraturan mengenai arus kerja dari banyak pekerjaan perkantoran E. MANFAAT ADANYA TATA USAHA a) Kelancaran pekerjaan kantor dan mencegah kemungkinan kesalahan dalam pekerjaan. b) Mengurangi keterlambatan atau hambatan c) Kontrol yang lebih baik terhadap pekerjaan. F. PEKERJAAN KANTOR YANG BERSIFAT KETATA USAHAAN Yaitu pekerjaan kantor yang banyak berhubungan langsung dengan pekerjaan tulis menulis, misalnya: Pengurusan atau pengangganan surat (surat masuk dan keluar) penyimpanan surat (kearsiapan) pengetikan pengurusan pegawai Pengurusan keuangan pengurusan perlengkapan penggandaan pembuatan laporan Pekerjaan kantor yang tidak bersifat ketatausahaan, yaitu pekerjaan kantor yang tidak berhubungan dengan tulis menulis menelpon menerima tamu memelihara gedung kantor pelayanan keamanan pekerjaan pesuruh G. TUGAS TATA USAHA Mengkoordinasikan penyusunan rencana strategis kantor. Mengkoordinasikan penyusunan rencana kerja anggaran dan dokumen pelaksanaan anggaran kantor. Menyusun rencana program dan kegiatan Sub Bagian Tata Usaha Memberikan pelayanan teknis administratif kepada seluruh satuan organisasi di lingkungan kantor. Melaksanakan pengelolaan urusan keuangan di lingkungan kantor. Melaksanakan urusan umum, kerumahtanggaan, perlengkapan dan tertib administrasi serta pengelolaan barang-barang inventaris kantor. Melaksanakan urusan administrasi kepegawaian antara lain kenaikan pangkat, kenaikan gaji berkala, penggajian pegawai, mutasi dan lain-lain di lingkungan kantor. Melaksanakan kegiatan administrasi ketatausahaan dan kearsipan di lingkungan kantor. Menyiapkan bahan dalam proses pengadaan barang/jasa di lingkup kanto Memberi petunjuk, mengawasi dan mengevaluasi pelaksanaan tugas bawahan. Memberikan saran/pertimbangan kepada atasan sebagai bahan masukan. Melaksanakan tertib administrasi dan menyusun laporan pelaksanaan kegiatan kantor. Melaksanakan tugas-tugas lain yang diberikan oleh atasan. BAB III PENUTUP A. KESIMPULAN Tata Usaha adalah kegiatan untuk mengadakan pencatatan dan penyusunan keterangan-keterangan sehingga keterangan-keterangan itu dapat digunakan secara langsung sebagai bahan informasi bagi pimpinan organisasi yang bersangkutan atau dapat dipergunakan oleh siapa saja yang membutuhkannya. Peran tata usaha di sebuah kantor sangatlan penting demi kelancaran untuk mencapai tujuan dari kantor tersebut. Tata Usaha juga melayani pelaksanaan sesuatu pekerjaan operatif dengan menyediakan keterangan yang diperlukan kantor. Dari sinilah kami menyimpulkan bahwa Tata Usaha adalah bagian terpenting di sebuah kantor. Karena tanpa adanya tata usaha, pekerjaan kantor akan tersumbat, pemimpin juga akan susan mendapat informasi yang baru. B. SARAN Setelah kami menyelesaikan makalah Kesekertarisan ini, kami berharap Tata Usaha yang ada di Universitas Kuningan lebih ditingkatkan lagi. Agar tujuan dari UNIKU dapat tercapai dengan baik. Karena menurut kami, dalam hal pelayanan di tata usaha UNIKU kurang memuaskan.
